| Establishing the EU-Mediterranean ICT Research Network | Summary: | ||
| The first objective of Join-MED is to create a sustainable network of ICT research organisations in the Mediterranean Partner Countries (MPC) and Europe, reinforcing the Research Cooperation between these two regions on a wider scale. To achieve this, Join-MED will organise a series of networking events in the MPC that will bring researchers from different MPC and EU together. Furthermore, it will support the creation of institutionalised networks on a cross-regional basis, suggesting appropriate methodologies for accomplishing this. To help unfold the potential of the research capacity across the MPC, where R&D is still driven by national initiatives with very little cross-regional co-operation, Join-MED will promote closer research co-operation across the region. This will achieved by moving from country-focused networking events to cross-regional ones. The second objective of Join-MED is to support the Information Society policy dialogue and the co-ordination of national policies on international S&T co-operation in the MPC. This will be achieved by formulating a harmonised MPC ICT policy and through an open dialogue, among the MPC as well as with Europe. |

| Mediterranean Information Society | Summary: | ||
| The overall objective of MED-IST is to bring the Mediterranean Partner Countries closer to the European Framework Programme in the field of ICT. This is done through an open consultation process where the national bodies responsible for formulating their research strategy have come together with the active research community to review current re-search policies and develop appropriate guidelines in view of both their own needs and the ICT priorities of FP7. This consultation process will not only result in recommendations for each MPC but also for the Framework priorities at the EC to take specific needs of the MPC into account. The final outcome will be recommendation guidelines for a strategic research agenda focusing on a closer co-operation between Europe and the MPC. Furthermore, MED-IST will target the research communities directly with active promotion events for the Framework Programme opportunities as well as by identifying suitable research organisations and IT companies in that region, training them on the procedural aspects and providing assistance in finding co-operation partners in Europe. In particular, focused mentoring workshops/tutorials are carried out in order to train the identified organisations on the procedures and opportunities for co-operation in the ICT programme. MED-IST is also building up a “Directory of MPC Organisations” that includes research institutes, universities, IT companies, technology developers as well as independent researchers. This Directory will be one of the key elements in building new networks between Europe and the MPC. | |||

| The main objective of this activitiy that was carried out at the Euro-Lebanese Centre for Industrial Modernisation in Beirut, was to support the Lebanese software sector through competence building and export promotion. Based on the needs assessment of this sector, a training programme was developed and implemented covering a wide range of technical subjects. The approach adopted was divided into two strands, individual assistance to companies, where specialised experts worked at the premises of the companies, and cluster activities, which addressed a group of companies, for extensive training workshops and in particular for export promotion. For the latter a cluster of currently 17 software companies under the name of LebanonSoftShore (www.LebanonSoftShore.com) was established that will promote the companies in particular for offshore development in Europe and the Middle East region. LebanonSoftShore was present with its own stand at the GITEX 2007 Exhibition in Dubai. A promotion mission to France with eight of cluster companies was carried out in December 07. | |||

| The textile/clothing (T/C) sector is an important sector in most South
Mediterranean Countries, contributing substantially to local economies, as well as to the
overall North-South commercial co-operation. In the Western World this industry has
undergone considerable changes over the recent years, moving from the "classical
manufacturing" business to a "high tech" one. Business Processes have been
completely revised, introducing networked supply-chain management. Web – based B2B
e-commerce is rapidly prevailing over traditional "rigid" EDI. IT deployment can
significantly improve competitiveness, however the first and most important step is the
ability of SMEs to correctly assess their competitive positioning, in terms of subjective
and reliable Benchmarking, and whenever necessary to train their teams appropriately and

| Trading in all South Mediterranean Countries is still very much unbalanced, resulting in significant trade balance deficits. To change this situation requires both political agreements and much more practical assistance in finding trade partners and customers. Communities need to be created for companies and individuals where people get to know each other, find relevant information and exchange thoughts. With the wide-spread availability of the Internet such communities need no longer physical meetings but can be developed much more efficient as virtual meeting places. The aim of Medina was to develop concepts and tools for the business world allowing efficient and easy publication of market information and company profiles, embedded in a framework of virtual communities amongst users. The resulting system is primarily targeted at associations and chambers of industry ands commerce, including a specific module for the management of their own organisation. |

| Industrial manufacturing in Middle East is still behind Europe and the Western World, both in quantity and quality. Despite the tremendous market potential of an area of several hundred million inhabitants, local industry will continue to fight a loosing battle against imports as long as it does not bring its quality standards to an equal, international level. The advantageous labour rates of the local industry will only bear fruits on the competitive global markets if no doubt remains about the quality of the goods produced. Stable quality of products can only be achieved through rigid adherence to well-defined control procedures, covering the entire life-cycle of products, from raw material to after-sales services. While the introduction of overall Quality Management is a first step that has to be followed by an integrated control system for the production processes, the success of Quality Management depends on its acceptance by the work force.
